What is a scout Group Executive Committee?

Blandford Scout Group is a registered charity and therefore we are required in law to have a governing body, commonly known as a 'Board of Trustees' but in Scouting they are referred to as 'Executive Committee Members'.


The Group Executive Committee plays a vital role in the running of a Scout Group. Executive Committees make decisions and carry out administrative tasks to ensure that the best quality Scouting can be delivered to young people in the Group.

Charity Trustee Responsibilities

Act collectively as Charity Trustees


  • Comply with the Policy, Organisation and Rules of The Scout Association
  • Protect and maintain any property and equipment owned by and/or used by the Group
  • Manage the Group finances
  • Provide insurance for people, property and equipment
  • Provide sufficient resources for Scouting to operate. This includes, but is not limited to, supporting recruitment, other adult support, and fundraising activities
  • Promote and support the development of Scouting in the local area
  • Manage risk and implement the Safety Policy locally (review incidents to prevent further ones)
  • Ensure that a positive image of Scouting exists in the local community
  • Appoint and manage the operation of any sub- Committees, including appointing Chair to lead the sub-Committees
  • Ensure that Young People are meaningfully involved in decision making at all levels within the Group (under 18's can form a sub committee)
  • Appoint administrators, advisors and co-opted members
  • Approve annual report and accounts, present to Scout Council at AGM and submit to the charity commission
  • Maintain appropriate confidentiality - don't discuss committee business outside of meetings
  • The opening, closure and amalgamation of Sections in the Group as necessary


All trustees must complete a Charity Trustee declaration 


Must use registered charity number on all publications

Scouts is an inclusive, values based movement and membership is open to all

Members of our Executive Committee

The Group Executive is made up of four types of members:

Ex-officio members:

Group Scout Leader : Sam Elliott

Group Chairperson: Sybille M

Group Treasurer: Amy D

Group Secretary: Mike B
Section Leaders: Shelley G


Ex-officio members have a role on the Committee due to their role in Scouting.

Elected members:

Bookings Secretary: Francesca B

Trustee/Parent: Chris M and Jonathan B

Trustee/Community Volunteer: Rebecca R


Elected members stand for election at the Annual General Meeting and are elected by the Group Scout Council to take on the role; there are usually 4-6  members

Nominated members:

We don't currently have any


Nominated members are nominated by the Group Scout Leader in partnership with the Group Chair and approved at the Annual General Meeting; there must be no more nominated members than elected members. I.e. members from local community groups, local religious leaders, local government - external view to scouting

Co-opted members:

We don't currently have any


Co-opted members are chosen to take on a role by the Group Executive Committee due to specific skills or knowledge useful to the committee; there must be no more co-opted members than elected members. i.e. solicitor, architect, 18-25  youth member

Ideally, between the nominated members, elected members and co-opted members, the Group Executive Committee should include a parent of at least one Member of each of the Sections in the Group... if you are a parent and wouldn't mind being part of the committee please email blandfordscoutgroup@gmail.com

Essential Training for All Executive Members

Safeguarding and Safety modules are a new requirement (2020) for committee members to complete as part of their essential training - this is because as trustees of the Scout Group you need to be aware of the content so that you make sure your Scout Group complies

Annual General Meetings

We will make our AGM's as short, fun and informative as we can

At an AGM...

  • those present need to receive and consider the annual report and accounts of the Executive Committee (no approval - this is done prior to the AGM by the Exec. Committee)
  • GSL nominates an Executive Committee Chair and approvals from those present is required
  • elect a Secretary and Treasurer for the Executive Committee
  • elect members of the Scout Council to the Executive Committee (ideally 4-6 parent representatives / charity trustees)
  • GSL can nominate members to the Executive Committee (no more than the amount of Trustees)
  • we will appoint an appropriate person to carry out checks into the accounts for the financial year
  • we will approve the quorum for meetings - a set amount of people to make it a officially binding meeting (charity commission suggest 1/3 +1 member)


Members of The Scout Council should be invited to attend:

  • Scouters in the Group
  • Group Scout Active Support Members
  • Colony, Pack and Troop Assistants
  • Skills Instructors 
  • Group Administrators
  • Advisers
  • Patrol Leaders
  • All parents of Beaver Scouts, Cub Scouts and Scouts
  • The sponsoring authority or their nominee
  • Any other supporters
  • Explorer Scout Leaders (if in Partnership Agreement)
  • District Commissioner and District Chair
